Crisis & Hostage Negotiation

In August 2024, the New Jersey Attorney General issued a directive under Addendum C: Barricaded Individuals to the State’s Use of Force policy, which became effective in October 2024. The directive requires that:

• Tactical and Crisis Negotiation Teams identify qualified mental health professionals who can respond to incidents involving barricaded individuals or hostage situations.
  
  
• Mental health professionals should be present on-scene when feasible—or available virtually—to provide guidance, support communication, and assist in de-escalation efforts.
